Process Preliminary Design - Civil Mechanical & Electrical Implementation


Preliminary Design (Soil Test) -  Get Sample of soil from Proposed Foundation Area : (Boring Log) and Soil Penetration : (Cone Penetration Test)

  • Foundation Design Analysis and As Plan Drawing
  • Preliminary Construction (Setting Out/ Uitzet/ Bouwplank) : Implement As Plan Drawing in to actual location
  • Excavation for Tower Foundation : 
  • Tower Foundation
  • Back Fill Soil after foundation
  • Tower Erection + Antenna mounting: Install Tower from section 1 until top section. In this work need group of team called Erector Team. They must have special skill and sertificat in Working at Height. Safety tool are very important, before Tower erection start they must wear safety tools.
  • Landscaping (Fence Foundation and Bracing Fence)
  • RBS Foundation or BTS Foundation or Shelter Foundation
  • Grounding installation (Box control, Down Conductor and Perimeter)
  • Electrical Installation (KWH Pole Foundation, KWH Pole, ACPDB Pole, others)
  • Landscaping (Gravel)
  • PLN Connection (Electricity from PLN)
  • Prepare As Built Drawing (Actual Drawing according to final site condition)
  • Site Binder (Collect all document for approval) Document approved, execute payment to Land Lord
  • Status site is Ready For Installation (RFI)

SITAC - Site Acquisition


Site Acquisition is s series of activities to prepare a New Location for BTS (Base Transceiver System) or Telecommunications Tower until New Location Ready For Construction (RFC) or Civil Mechanical and Electrical (CME) Process.

There are two methods of Land acquisition/ Site Acquisition (SITAC):
  1. Lease the land : Both party (Tower Provider or Operator and Land Lord) have agreement at least for 5 (five) - 10 (ten) years. 
  2. Buy the land : If the budget match with business value calculated by Tower Provider Team Management.
This phase is a crucial part of preparation work needed to Build a BTS.
Tower Provider or Operator need land to Build BTS (Base Transceiver Station).


Acquisition Process:


  • Define Nominal Coordinate of Site : The whole plan of Tower Provider or Operator is to accommodate market demand in Telecommunications. They need to plot new  BTS at several integrated places. 

  • Find 3 Candidate by preparing SSR / ESR / TSSR : After they get approval from their system, they start to have Site Survey Report (SSR) at 3 candidate near the Nom (usually is about 100 m - 500 m from Nom). From 3 candidate, they choose the best candidate. 

  • Prepare Lost Survey Report of candidates : To ensure the places are the right places to build new BTS. They must have Lost Survey Report in one area (called nominal - one point with coordinate). The will get data from Nom to calculate in their system.

  • Choose one the best candidates : after they review prices and location, and then continue with Acquisition Process. 

  • Prepare Acquisition Document (BAN, BAK and Owner's Land Certificate - SHM / HGB / parcels / girik), SPPT / UN, History Land Letter, Statement of No Dispute / Not for collateral in the Bank, Letter of Approval Husband / Wife, Family Approval, Approval Letter Access Road, giving authorization letter (if authorized), ID cards of recipients devolution, Plan Houses Residents Around the Tower.

  • Site Binder (Collect all documentation for approval)
  • Document approved, execute payment to Land Lord.
  • Status site is RFC


To get best candidate with one process of SITAC (Site Acquisition), it is necessary to use special skills and experiences. It is need to avoid looses in time and infestation.
